The Workforce Education Forum (WEF) was begun in 1971 as the Occupational Education Forum (OEF) by the Alpha (Penn State) Chapter of Iota Lambda Sigma (ILS), the Professional Industrial Education Fraternity. Leadership of OEF/WEF has been and continues to be, provided by the graduates of industrial, vocational, or workforce education programs at Penn State. The WEF is affiliated with, and receives support from, the Professional Personnel Development Center (PPDC) in the Workforce Education and Development Program at Penn State, as well as the OEF/WEF endowment fund. Guidelines for Authors
The Workforce Education Forum is a refereed publication devoted to disseminating professional reports in workforce, career, and technical education, as well as workplace learning. The purpose of the WEF is to provide information that has practical significance for the workforce, career, and technical education professional and serve as a forum in which critical issues from the field may be raised and discussed or debated. Manuscripts submitted should fit into one of three categories: articles (research or conceptual), "In My View" (opinions), or "Book Reviews."
All manuscripts submitted according to the following guidelines will be considered for publication. The WEF editorial policy provides for a blind review process. If the editor determines that the content of the manuscript is appropriate for the journal and conforms to the style requirements, it will be passed on for blind review by three reviewers. Authors should prepare manuscripts in accordance with these Guidelines.
- The manuscript submitted for consideration should be sent as an e-mail attachment addressed to the Editor. The manuscript should be created in Microsoft Word and sent as a single file, including tables and figures.
- Articles typically should be between 10 and 25 pages, double spaced, including abstract, tables, figures, notes, and references. "In My View" manuscripts should be no more than 10 pages, and "Book Reviews" should be no more than four pages.
- Double-space the entire manuscript, with left-justified, ragged-right text. Use 12-point type, Times or Times New Roman font.
- Type only one space after all punctuation marks. (Note: The find/replace feature of Microsoft Word will allow you to find: .-- (period space space) and replace it with .- (period space)
- References should follow the guidelines provided by the Publication Manual of the American Psychological Association (APA) (5th ed.).
- Information about reference citations in text may be found on pages 207-214.
- Information about references at the end of the article may be found on pages 215-281.
- All references cited should appear in the reference list. Those not cited should not appear in the reference list, unless noted to the Managing Editor.
- Quotations longer than 40 words should be block indented, with a reference citation indicated.
- All tables and figures should be printed on separate pages at the end of the document, with their location indicated in the text with the statement such as "Insert Table 1 here". It is recommended that authors attempt to design tables and figures to fit the 4 1/2” x 7” page print area (use Times New Roman font, 9-11 point size).
- In accordance with the policy of blind review, include name, institution and position of author(s) only on the cover page. The complete title should also appear on the first page, but do not include a running head on subsequent pages. List all coauthors’ names, titles, addresses (including e-mail), and phone numbers on the cover page.

Process of Publication
The WEF is published in Microsoft Word. The journal is a 6” X 9” publication with text area of 4½” X 7”. The text and tables you provide will be reformatted by the managing editor.
Tables and figures will be placed into the document where they fit best. Tables and figures will be reformatted to fit the page with a 9-11 point font size.
Duplication of Articles
Educators are authorized to reproduce a single article from this publication without making a written request, provided that:
- Duplication is for an educational purpose in a nonprofit institution.
- Copies are made available without charge beyond the cost of reproduction.
- Each copy includes full citation of the source.

Permission to reproduce more than one article will be granted under the same conditions to those who make a reasonable request in writing. This authorization does not apply to any copyrighted materials within individual articles.
